ABOUT THE C.N.C AND ITS STRUGGLE
Codava Magna Charta, - The great Codava Land autonomy charter of Liberty, - A legacy from CNC

The Codava land is geographically and culturally distinct from the rest of Karnataka. Its linguistic, agro-climatic and socio-economic characteristics are different. The Cadaver land was incorporated into the artificial entity if the So-called Kannada state with the advent of the state reorganization and can not be set to be fully integrated into the culture of the inheritor state

No doubt there have been organizations with in amongst Codavas, but none bear the Codava indigenous Character as basic feature as is the case with the CNC. CNC is the only organization fully bearing Codava basic indigenous

The actual background of the movement and the struggle is as follows:


WHY IT WAS STARTED AND WHEN IT WAS STARTED AND FOR WHAT?

              The intentional and deliberate neglect to reciprocate the general dignified behaviour of the residents, especially Codavas of the district, and what now may conveniently be presumed and it has been necessarily intended to disgrace and obliterate the Codava race in general, by not causing done all or any of the developmental activities of Codagu district after it became merged with an altogether alien Mysore State, now Karnataka, and the way as how Codavas have been treated as refugees in their own homeland that has encouraged us to establish this organization in the year 1991 October 18 with a singular motto of the reestablishment of an independent state of Codagu within the Indian Union as per article 2 and 3 of the constitution of India with nomenclature intended to be called as “State of Codagu” initially but as time passed on we restricted to the demand for creation for an autonomous home land i.e.


              Codava land, for minority Codava ethno ethno-cultural tribe with nomenclature intended to be called as Codava Autonomous Region (CAR) for short, within the permitted frame work of the much revered constitution of India. The struggle for the restoration of statehood actually ran through for nine long years and only thereafter the demand for “Codava Land” i.e. Codava Autonomous Region has been switched over to not in a distant past i.e. in the year 2001.


              It may be a surprising matter, but true, that the State Reorganization Act 1956 (the 7th amendment to the constitution) did enshrine a direction and classify it has unilateral undertaking to respect, preserve, enliven and bring into action the wish and aspiration of any given minority section or group of people i.e. religious and ethno-cultural- linguistic minority groups are entities by the larger communities by when the state reorganization virtually became undeniable truth. What followed next is that Codagu, especially Codavas became trampled upon and subjugated by the major communities who took up the reigns of the larger state of Mysore and later on state of Karnataka in the transaction we have to forget our natural instinct, inspiration to see a resurgent “Codava Land”. Our language, customary law, cultural heritage and land tenure even though Karnataka actual is a heterogeneous state what turned out soon after the merger turned out to be nightmarish to Codavas and “Codava Land”. What remains now is that the entire region of Codava land is just a forgotten; or at least near forgotten colony of Karnataka rather than anything else, needless to add that the ruling class drawn from all the major communities, systematically tried and succeeded in erasing the memory of our unique Codava ethnic identity, geo-politics, land, language, customary law, cultural practices, age old traditions and even our land tenure.

              The rapacious behaviour of ruling class of Karnataka systematically has benumbed our Codava existence, our beliefs, hopes and aspirations converting us to be their subjects and as though we are in their occupation by enforcing the abominable draconian laws and wielding tyranny on us. We must remember that the Govt. of Karnataka deliberately has violated the very notion of human rights of Codavas by violating the inherent, fundamental, birth and constitutional rights of Codavas.


              The circumstances what transformed us to adopt the things what we have been carrying on regarding the demand for restoration of state hood for Coorg is that for nine long years since the inception of this Organization. We took all other communities into confidence under a singular belief that all of them would breath with us. Unfortunately who joined us during the late half of the first nine years in fact were found to imposters (5th columnists) representing the larger section of Karnataka and Kannada chauvinism and thereby defeat Codava ethos and destroy our dreams as enshrined in the charter of our demands presented by us to the Government of India which made us to give a go bye to our claim of separate statehood for Coorg as we expected it to be most impracticable consequent to the perfidy and treachery played by the Kannada Chauvinists. Naturally we thought fit to be satisfied with an autonomous Codava Land exclusively for minority Codava race as it is in consonance with the U.N charter. At the same time the demand for separate statehood struggle needs the active and formidable involvement and concurrence of at least 51% of the populace of the region irrespective of the caste, creed, race or religion. For the creation of an autonomous homeland for any given ethnic or linguistic minority group such a criteria is not a must. But enough any ethnic groups, group or even a single one has an inherent right to claim autonomous status within a compact area of his groups habitation in order to protect, preserve and promote his or their ethno-cultural and geo-political identity by the larger group of the state.

Any determinate and defined area of land needs

  • Economic viability

  • Administrative convenience and

  • One single common tongue which all the residents speak, no matter what religion he professes and what community he belongs to and whatever is his mother tongue shall be the criteria for the establishment of a state.

AUTONOMOUS REGION

              But it is sufficient any properly identified ethno-cultural linguistic minority group habitating within a compact area of such of the state may claim and the establishment of an “Autonomous Region” for themselves.

              It is with such a background and with such an intention this organization C.N.C has been struggling to for the creation of an autonomous “Codava Land” under the nomenclature as Codava Autonomous Region (CAR) under the direct observation of the Union Government and the knowledge of the President of India, within the patronage of state of Karnataka and within the four corners of the constitution of India under the 6th schedule & article 371 of the constitution as has been done in relation to the Ghurkas of Darjeeling hills of West Bengal and other minority ethnic groups in North eastern Indian states. And we believe that our aims and objectives will be fulfilled very soon.

Our struggle is absolutely righteous and looks feasible both at once.


HOW AND WHERE?

              The secretary General of C.N.C, the one who dreamt, contemplated and attempted to translate the same into a formidable reality has adopted Gandhian methods and abhors violence as did others of such and similar movements and struggles in India and elsewhere in the world. We lack of political lobby and abhorrence of violence has forced N.U. Nachappa forge head with the movement by holding massive rallies, symposiums, street corner meetings, seminars, demonstrations, Sathyagrahas and similar mass contact programs in Codagu, Bangalore and also in Delhi. Besides trying to attract the conscience of the entire universe, especially India and Karnataka, Diaspora Codava community and intellectuals and likeminded people across the world. N.U. Nachappa has been trying to educate Codava ethnic nationality regarding their ancient heritage, geo politics, culture, Codava ethos and all other rights inherent in them by meeting people individually and also by holding such mass contact meetings in each and every villages, and hamlets and street corners. Already he has generated an enthusiasm towards such an end within amongst Codava and Codavathis, Mr. N.U. Nachappa as the active and singular support and solidarity of a traditional Codava Parliament i.e. the Codava Temporal and spiritual legislature constituted by CNC and drown from all the 45 ancient Codava naads and the region within the ancient 45 naads with N.U. Nachappa and CNC demands as Codava land i.e. Codava Autonomous Region. It may not be surprising that the traditional Codava Parliament was inaugurated by no less a person Prof. Balveer Arora, the former pro-vice chancellor and former rector and renowned political social scientist of Jawaharalal Nehru University, New Delhi dated 1.9.2005. The eminent scholars such as Dr. M. Abdul Kalam of Madras University, Prof; T.K. Ooman, renowned social scientist of the nation, Dr. M.N. Panini, prominent sociologist of JNU, New Delhi, Prof: L.G. Havanoor eminent jurist and the then the chairman of the 1st Karnataka Backward Class Commission, Prof. Rajan Gurkal of Kerala and major D.N. Koushal of Ghurka National Liberation Front are enthusiastically supporting the demands of CNC.

             One other interesting development is that only recently CNC has succeeded in creating a consensus body comprising non- Codava scholars of the entire universe under the name and style of “WORLD CODAVA FRIENDSHIP ASSOCIATION”.

              Since Gurkhas and other minority ethnic groups are accommodated by the Government of India making a case for inclusion of Codavas as a “principle stakeholder” in the dialogue on the resolutions of the ethnic conflict. We Codavas under the aegis of CNC has sought an “autonomous area” comprising parts of south west Karnataka’s 45 ancient traditional Codava Nads i.e. Codava land of Codagu district envisaged under the Indian constitution in this regard. CNC was committed to “empowerment” of all minority ethnic groups throughout the nation. Federalism is a meaningful devolution of powers established under and protected by the constitution. This should include an Autonomous Region comprising parts of the 45 ancient nads specially and exclusively for the Codava race of who speak Codava language, account for an estimated, 30% of the 5 lakh population.

              The Indian constitution has sound built in mechanisms to take care of regional aspirations and diversities but what it does not do is provide for “asymmetrical federalism” that is, an institutional medium for different states and regional (other than J & K) to relate the centre in different constitutional modes.

              There was a time when CNC advocated for the resurgence and restoration of statehood by sacrificing Codava ethos and indigenous character, but it is undeniable truth that in the changed circumstances in order to demand for the autonomous status the proof of Codava ethos and our cultural heritage markers such as our language, customary law, Ainmane, Kaimada, Kannikombare, Nellakki Nadubade, Mandh, costume, our festival, our ritual, marriage, goddess, diety, way of worship, sanctum sanctorum, calendar and almanac, i.e. in essence the very notion of codavalogy are felt to be cardinal factors.

              We desire to insist all such necessary qualifications, information’s, our pains and pangs, hopes and aspirations and our imagination in course of time in detail.
