| This is in direct confrontation against the otherwise provocative talks supposed to have been made by certain sections of the society taking exceptions to the demand for inclusion of Codava Thakk in the VIII Schedule of Indian Constitution with out knowing, without any intention to know may also becorrect, the pros and cons of their respective statements and the mischief they may cause eventually, the persons who are interested only in keeping the entire Codava race in the dark and reign supreme over them are trying to pose themselves to be the saviours of Codava language. In other words, such once seemingly have adopted American culture, are trying to compare other Codavas with them. When I say American culture I want to give one simily for it. For any American how much money one earns is of prime importance, no matter however much worst the method adopted be, and such ones will never carry civilization. They lack culture, heritage and firm footing unless the Constitution adoptes any language as its own for all purposes, no one can imagine to develop the respective intended languages, In our case, unless Codava thakk finds a place in our constitution, the future of our language will soon be a clean forgot. When at a time the Govt. is thinking of Constituting a high power committee to study about the inclusion of several languages in the VIIIth schedule of our Constitution. The abominable trio i.e. hypocrites jokers and ignorant Codavas are trying to mislead the generality and defeat our demand for the inclusion of Codava Thakk in the VIII schedule of Indian Constitution.
Let not the detractors of our demand for the inclusion of Codava thakk in the 8th scheduleof the Constitution argue, on the basis of the numerical status of Codavas. It is not number of people who actually speak any language, but it is its ancientness and worth of it should be taken in to consideration. They must know that Sanskrit as hardly a spoken language but it has its own literary background. After all persons not more than 49 thousand did spoke or do speak Sanskrit, but still it has been included in the 8th Schedule of our Constitution.
Union Govt has already recognised 18 languages by including them in the 8th Schedule of the Constitution and it is almost certain that the United Nations accepts them as world languages. The recognition of Codava race internationally and by the U.N.O. exclusively rests with the future of Codava Thakk and its inclusion in the 8th Schedule of the Constitution. Unless it be done so we cannot expect the U.N.O. to recognise it as a world languages and the logic behind it suggests that our race will have no recognition at all.

| The question of inclusion of Codava Thakk in to the 8th Schedule of our Constitution and the question as to how it would benefit Codavas and it is akin to asking if dress is needed for a human being or weather it is good if one walks naked.

| If our pressure for inclusion of Codava Thakk in the VIII Schedule of the Constitution were to be discontinued consequent the foolish advice of our self proclaimed leaders, we cannot ever dream of developing our native tongue in to a full bloomed language proper. We Codavas must be very careful about the persons within amongst us who try to defeat our efforts by perfidy.
Let not the 90 and odd percent of innocent Codavas be misguided by these few ruthless, treacherous and self centred hypocrites, jokers & ignorants.
Unless this is achieved, I feel, the existence and continuation of Codava Academy has no meaning at all. It is the duty of Codava Acadamy also to strive for the inclusion of Codava Thakk in the eight Schedule of Constitution by producing as much evidence towards such an end. Let not the Codava Academy become an instrument to gain renewal of membership in the legislative council for some one whose contribution to Codava culture is not known.
Now a demand is being generated in this part of the country regarding the insistence to inculcate Codava behaviour with in among Codavas.
There is a popular demand for inclusion of Codava Thakk in the 8th Schedule of our Constitution. Not a single day passes with out an article or a passage published in various journals these days regarding the subjects. Codava Thakk, its existence, a legacy and a great heritage. Unfortunately the lack of political lobby has played the mischief and the oppressive over bearing behaviour of Kannada ruled Govts of Karnataka in trying to suppress and efface the very notion of Codava Thakk from the memory of people.
Therefore I request on my own behalf and also on behalf of Codavas numbering a meagre Two and half lakh persons to include and incorporate Codava Thakk in the 8th schedule of Indian constitution as early as possible and a reference to wards such a direction made to the high powered committee the Govt. of India proposes to nominate. I further request you to take the initiative and do the needful in the matters at your earliest.

| Much water has flowed down river Cauvery, decades have passed by and govts have changed ever since India attain its independence and became a self- repected Sovereign Republic, but our demands for inclusion of Codava Thakk (Codava language) to be incorporated in the 8th schedule of the our nation’s constitution still remains a dream. True our union govts scores of years ago have included the dialects which are rooted to Hindi and which use Devanagiri for their scripts in the 8th schedule of our constitution, the dialects of Konkani and Manipuri which is not known to have any independent stature but commonly use the regional scripts for writing has been included in the 8th schedule of our constitution. So was the case with foreign tongues like sindhi and Nepali have found their way into 8th schedule of our constitution, Why only last month the union govt. has tabled one hundredth constitution amendment bill before the parliament in order to enlarge the scope of 8th schedule of our constitution by in corporating as many as foursister languages of Hindi i.e. Dogri of J & K –Maitili of Mithila region in northern Bihar, Santhali of Jarkhand & Bodo of Norther Assam, apparently for reason of political pressure and in order to appease those warring groups, but the subject touching Codava language has been unscrupulously left off believably for the lack of political pressure. Now that the incumbent govt. is expected to lay down the office and the dissolution of 13th Loksabha is round the corner, it may not be a logistic idea to take advantage of the situation now prevailing by insisting the out going union govt. to cause a minor amendment to the constitution by incorporating Codava thakk in the 8th schedule of Indian constitution. Since your excellency is yet to put your signature to the one hundredth amendment bill including the four languages as mentioned above in the constitution book, It is deserving desirable and but proper your excellency promulgates an ordinance so as to include Codava thakk (Codava Language) in the eighth schedule of our constitution and it will not be an off ending act if such thing is done. After all has not the President of India powers to cause done such an insignificant act? We request you to expedite the matter and please see that an ordinance is promulgated even before the Parliament is convened for the last time by this govt.

| If Gurumukhi, (Panjabi) a language spoken by a minority section of the people be declared to be an Indian national language on par with Hindi and English, why not Codava Takk be recognized as a state language in Karnataka; and it may conveniently be done so at once.

| Codava Takk language is as old as that of human society itself. Codava Takk came into existence when the local inhabitants, Codavas, evolved a self-styled independent parlance for conversation, interaction and social transactions. It is as old as any other tongue in the nation. By all reckoning, Codava Takk was the Prime language adopted by the locals here. Unless the state patronage is given 'Codava Takk is likely to loose its charm and die down a natural death, unwept and sung. It is with an intention to rejuvenate the fast effacing ancient language, my organization has promulgated the plans and programmes to endeavor for the resurgence of Codava Takk these years. No doubt it is time that Codava Takk is at least be declared as a state language on par with Kannada.
As an anecdote I may quote the example of the Union government declaring the Gurummikhi-Punjabi language as a national language on par with English and Hindi in the last- week of June 2003. In actual fact a lorge portion of landscape & sizable majority of Punjabi speaking people remained in Pakistan when the country was divided. For the simple reason that Punjab is occupy the most lucrative regions in the national administration, for example the departments of Defense, foreign affairs, Human Resources Development, Law department, Home affairs and finance, Gurmukhi has been given a special status, but whenever, the question of Codava Takk arose, the Government attempted to suppress our feelings advancing a false ruse to the effect it amounts to secessionist aspiration and some thing like that. The one question what I pose in this 'juncture is that what way Codavas are inferior to Punjabis or people like that. Did we not contribute our might to our armed forces education, sports or administrative fields?
Post independent Indian history is replete with innumerable instances when Codavas have been on the forefront.
Quoting from memory, I remember having come across a statement of Colin D’silva roaring on the floor of Srilankan Parliament "If you accept two languages there will be one nation and if you insist one language, there will be two nations" When the Simhala Only language act was passed in the year 1956. In a multilinguistic society this perhaps is verbatim applicable with regard to the future of Codava Takk. Even though my organization advocates an autonomous Codava Homeland, I take this opportunity to warn the Government of Karnataka that it would give room for our aspirations to go separate unless we are compelled to restrain ourselves if Codava Takk is declared as a State language of Karnataka. If Gumukhi be considered as a national language in India, why not treat Codava Takk as a state language in Karnataka and open vistas for the growth of our language. It may not be an act of arrogance on my part if I may be permitted to relate the pressures of both Mr.L.K.Advani and Mrs. Sonia Gandhi regarding the recognition of Gumukhi as a national language. Therefore I here by request you to be good enough to do the needful in the matter and please see that Codava Takk is declared to be a State language in Coorg/ Kodagu as early as possible.

| Codava language avoid neglecting of –A caution to

| The important and the necessity of recognizing and patronizing all languages being spoken to in any particular area could well be gauged from an incident that took place precisely in the year 1956 in Shrilanka. The govt. believable with an intention to suppress Thamilians and their language and identity introduced a Bill under the name and style as “Simhala the only act” and the Bill passed through the floor test in the parliament despite the legendary Thamil Parliamentarian Mr. Colin D’Silva took exception and narrated the adverse impact of such a legislation in dividing the nation in to two or more pieces for the simple region that the speakers of Thamil language would certainly rise in revolt against the same and the country will be one single nation forever should Thamil language also be given equal recognition. What followed next is history. There might not have been LTTE, or any such things should the govt. of Shrilanka refrained from introducing such a devilish legislation. In fact Shrilanka just now is a divided land, not only in relation to language but in all other respects. The notion of mutual trust has already been erased from Simhala thought.
With such an analogy in mind the one question we propose to raise is that will India hope to remain one single unit or in the alternative would it give room for discordance.
Unless all hither to unrecognized spoken languages chiefly Codava thakk and other national minorities tongues are recognized at once and state patronage is extended to them (us), one may believe that this nation will certainly be divided in to fractions some day and hegemony of mejoriterian sects would become the governing class.

| The philosophy enshrined in Art 350 B of our constitution without mincing words assures that if 15% of the linguistic or ethnic minority population of any given region use any particular language, dialect or tongue, the administration should use such language, dialect or tongue in the ordinary business of state on par with English and other respective state languages concern.
You may remember an undeniable fact that the user of Kannada language is not uniform in Karnataka. If certain words use any particular meaning in this part of the region, the very same word derives a diametrically opposite meaning elsewhere in Karnataka. What Kannada is being spoken in Coorg could not be understood by Hyderabad Karnataka region. Added to it Karnataka is not a homogeneous state. As it is the confluence of multifarious religious faiths, cultural façade or ethnic background, so is the case with the languages also. Not more than 30% of the population in Karnataka speak Kannada. For instance, you go to Bangalore you can conveniently converse with any other individual in any language other than Kannada. You must know that more than 40% of Coorg populace speak only “Codava Thakk” and a good majority of the rest of them either speak Beary, Thulu, Konkani, Malayalam and Tamil. Our tribes have their own dialect.
Three of the Eight old Mysore Kannada domineering districts such as Kolar, Chithradurga and Tumkur have special features of speaking only Telugu or interspersed with Tamil. In the same manner the old Madras presidency regions of of Bellary and South Cannara and quite different. If Bellary has natural option for Telugu, Tulu and Beary languages steal the show in Dakshina Kannada. So is the case with Hyderabad Karnataka regions of Gulbarga, Raichur and Bidar, Urdu is the Mother tongue there. Funniest thing is that, Marathi is the only media of expression in Bombay Karnataka areas of Belgum, Bijapur, Darwar and Konkani in North Canara without any second word, Bangaloreis like mini world.

| While inviting your kind attention to the wide spread struggle by the protagonists of Telangana state, the attempt to arrive at a judicious conclusion in respect thereof and the consequent failure of the parties to arrive at a mutual compromise necessarily crash opened the pandoras box of demand for various smaller states throughout the nation, we propose to bring to your kind understanding that such matters at this juncture would certainly end up in fiasco should the Govt. of India try its hand once again to delve deep into the Telengana issue. In order to repeat performing talks with the agitators of Telangana state only, it always is better and judicious if the Govt. of India tries to settle the question of establishing various smaller states and assigning the status of regional autonomy to some of the claiments which includes such a demand for the establishment of the “Codava Land” autonomous region under the 6th schedule of our constitution and this could perhaps be done by constituting a second state re-origanisation commission to look into the question of creating new politico administration units i.e. States and autonomous regions on a scientific basis. We once again re-iterate and re-assert our demand for the establishment of Codava Land Autonomous Region. The way Bodo land, Gorkha Land, Karbi-Honglong and North Katchar and the like. The proposed “Codava Land” autonomous region fulfills all the necessary requisites as are contemplated in the constitution of India. We are habitating within the boundaries of a compact region. Historically we have a cultural heritage coupled with our own rich language and upcourse an aboriginal martial racial quality unique to Codava only.

| We have been struggling for the resurgence of Codava existence, Codava heritage and Codava race. A time now hass come that the Govt. of India starts thinking towards such a direction seriously. After all it is our birth right.
Therefore, may we be permitted to request you to constitute a second state re-organisation commission to look into the matter and we fervently believe that our 19 year old struggle would be a success should such a commission be constituted at your earliest. We further request you to expedite the process so that we too may hope to emerge as a self respected Codava Land autonomous region and should such a thing be caused done, we hope that idea underlying the relevant constitutional provisions may well be understood to have given a proper definition.

| Without any second word ours is one of the best known written constitutions in the world and the framers of the same have anchored the entire structure on the bedrock of federalism and without any doubt federalism signifies equal representation to all nationalities, no matter however much large or infinitesimally very insignificant numerically. Codava race by all standards is a nationality with a determinate territorial boundary and ancient history, cultural heritage and uninterrupted martial existence. Just now Codavas; say Codava race, has not been given significance what we are emphatically entitled to strictly speaking we are a forgotten lot. All during the period of the emergence of the state of Karnataka the concerned deliberately attempted to suppress all Codava aspirations and existence. Now we Codavas have understood the fraud played on us by all the concerned and now such a time has come that we should prove our existence and the enigma of the complete absence of due recognition to us. Crisply said no doubt Indian Republic is well bloomed one and yet it is incomplete without recognition to Codava identity what we legitimately are entitled to. Today we earmark this republic day function to make it a day of petitioning for the establishment of Codava Land. After all how Indian Republic could be considered as complete without “Codava Land” and Codavas being treated as apartheid sect.

| Please be informed that we have been struggling peacefully during the past 19 years without any interruption and unfortunately we are yet to achieve our goal.
1) Codava Land – With full-fledged autonomy i.e. Codava Autonomous Region (CAR) encompassed with 45 ancient traditional Codava Nads on par with Darjiling Ghoorka Hill Council (DGHC) in Sovereign Republic of India, Tibetan Autonomous Region (TAR) in People’s Republic of China, and Kurdisthan Autonomous Region (KAR) in Arab Republic of Iraq. Which will ensure statutory protection to Codava Race i.e. political autonomy, physical protection and financial security & over all development of Codavas. Once autonomy granted to Codava Land the state of Karnataka is understood to lose its power to enforce any enactment unless full concurrence is given by Codava Autonomous Region and the Codava Autonomous Land shall have power and right to enact law pertaining to the region with the consent of and concurrence of the Governor only. In other words the establishment of Codava Land i.e. Codava Autonomous Region presupposes legislative, executive and judicial powers to us. Crisply said it is a State within the State. We are advancing our demand for establishment of Codava Autonomous Region only on the direction as are enshrined in the Charter of United Nations and the promise that may be gauged from VI Schedule of our Constitution. As per article 51(a) of our constitution it shall be the duty of every citizen of India "to value and preserve the rich heritage of our composite culture and subaltern languages.
a) We dedicate to rewrite the magnificent history of Codavas that has been effaced and enliven the unique and independent identity we nurtured from ages now that is lost. Codavas should be recognised as significantly infinitesimally distinct minority nationality, recognition of 45 Nads as their traditional and indivisible homeland, recognition of Codavas right to internal self determination, we mean The right of our people to decide their own political destiny. It can also apply to autonomy and self governance; i.e. Autonomous Codava Land.
b) Effective arrangements should be made to safeguard the interest of minority Codava ethno-linguistic nationality living out side Codava Land. So that they do not fall prey to any discrimination.
Our other demands are;
1) Ethno linguistic tribal status for Codavas under article 340, 342 of our constitution and extend reservation facilities in the field of education, employment and financial on the lines of other tribals of our nation.
2) Constitutional special guarantee for our land tenure and customary personnel laws on the lines of Jammu and Kashmir and North Eastern States of India under article 370 and 371 of the Constitution of India. This clause will guarantees us i.e. except alienation the entire supremacy over all the lands of Jamma tenure shall rest with hereditary traditional holders thereof. We seek constitutional protection to our land and customery personal law as done to the demands of Nagas and Mijos under article 371A and 371C of our constitution respectively and political reservation on the lines of the one extended to the people of Sikkim under the provision of 371F of our constitution by the Parliament. Codavas do deserve such a treatment and this perhaps is most appropriate line.
3) The ministry of HRD should establish Central University for World “Codavalogy” on the lines of North-Eastern Hill University, Alighar Muslim University, Banaras Hindu University, ancient Nalanda and Thakshila Universities of the yore and proposed world Sikh University at Fathegarh Sahib and the Universities.
4) Codava language is a ancient, rich and living spoken language must be included in the 8th schedule of our constitution, Codava language should be implemented as a administrative language under article 350B of the constitution of India on par with Konkani language of the state.
5) Exemption under Indian Arms Act to hold firearms to Codava by race should continue without any hindrance forever and everafter. Such a thing should be incorporated in the manner of constitutional guarantee which may be treated as our customary personal law.
6) Under no circumstances Virajpet area in Codagu should be classified as scheduled area on the basis of the questionable and quixotic report submitted by Dilip Singh Bhuria commission. Should the Bhuriya commission report be implemented Codavas, Codava race, Codava ethnology, Codava ethos and very existence of such a thing will be wiped out from the very memories of human history.

| By the Governments here in order towards their efforts to eliminate and efface the very memory and existence of Codavas by all methods whatever they feel like the latest opportunity they drag has been the periodic census operation. In spite of our repeated request, the concerned deliberately are known to have instructed the census enumerators to avoid mentioning of Codavas by race against the particulars to be recorded regarding ones caste language and religion, in other words this amounts to deliberate violation of Human Rights as enshrined in the UN Charter. After all Codava race are a national Minority habitating within a determinate and compact region called Codagu, we have our own language called Codava Thak and our own land coupled with most ancient folklore legal system behaviour and personal laws and martial character. The land we reside at is Codavaland and we are determined to get the land re-nomenclatured as Codavaland coupled with the powers and authority of autonomous region. All these things have been suppressed so as to be mentioned as direct deliberate violation of International Human Rights Declaration. All our aspirations, representations and efforts to reclaim the things whatever we have lost has been suppressed disrespected, dis- regarded ignored and neglected and we hope that United Nations will certainly extend its helping hand to achieve all our goals especially the creation of Codavaland Autonomous region and if such a thing is to be carried out the UN has any meaning. Please do help us unless United Nations does such a thing, the very identity memory and remnants of the very ancient Codava civilization would be erased from the human history.

The major communities i.e. Lingayaths and Vokkaligas have been trying very hard to suppress and eliminate Codava cultural identity once and for all by introducing and infiltrating their own beliefs. They have been intimidating and suppressing Codavas in all available opportunities and Codavas are being treated by them as non human aliens and apartheid. The people who are to protect minority Codavas has enshrined under article 51 A of the Constitution, instead are busy in effasing the very existence and memory of Codavas. They are fit only to be tried and punished in the International Court of Justice at Haig. Why, The UN Charter also without mincing words prescribes punishment to the class of people who have attempted to destroy the very cultural identity of any class of people and it directs such people to be tried as war criminals. Since Lingayaths and Gowdas / Okkaligas having indulged in ethnic cleansing of Codavas (imposed their ethnic hegemony on us) are fit enough to be war criminals.
5. Unless our demands are met we fear that it would ultimately amount to the greatest tragedy of 21st century and we may be at another case of Tibet Khurdish, Palestinians, Northern Irish catholics and Kashmiri Pundits

In the manner of Exordium we would like to inform you that we are one of the most ancient and living class of racial group habitating within a given periphery of 45 segments of cluster villages i.e. being called as NAADS in a distant track of land called Codagu i.e. Coorg in state of Karnataka still nurturing the cultural heritage and retaining martial qualities and yet going with times. We are Codavas by race and infinitesimally we are very insignificant numerically yet that.
7. This District once was a ‘C’ type state prior to coming into the force of the State reorganization act. Not to mention the fact that Codagu was under the suzerain of Britishers until the dawn of Independence from 1834 and prior to that was being ruled alien Lingayath Rajas. The name of the place as Codagu is the derivation of the word ‘Codavas’ admittedly the main and ancient aboriginal indigenous residents of this tiny district. This district became merged with the state of Karnataka in the year 1956 and all the successive Governments which managed the affairs of the state deliberately have attempted to eliminate & obliterate all such things connected to Codava race. Now we are at the fringe of extinction.

It is with a solitary idea of rejuvenating the very existence of the race what is called Codavas this organization took its birth some 19 years ago and we have been fighting a relentless struggle to re establish our entity as an ethno linguistic National Minority racial tribal group besides the status of autonomous region for our nucleus habitat. It may not be an inappropriate act on our part if we may try to convince you that all our efforts to get ourselves classified as an ethno linguistic National Minority Tribal Race besides the establishment of Codavaland Autonomous region having been rendered futile, a massively attended congregation of Codavas by race held at Gandhi Grounds Madikeri on 21-11-2009 has decided to knock at the doors of UNO. After all we do not desire to be seceded from the Union of India in the manner of Kashmiris and Nagas. We don’t aspire to be a separate provincial state also. What we just now want is the establishment of Codavaland autonomous region comprising of 45 ancient regional segments called Codava Naads (i.e. cluster villages) where Codavas normally habitat under the 6th schedule of our constitution. Besides being a racial class retaining all Codava behaviour, we have our own language and interestingly enough the UNESCO already has classified it to be one of the 196 endangered languages in India. Since Union and Karnataka Governments to cause ethnic cleansing and so obliteration of all those things what is Codava, we were forced to form ourselves as an organization and fight for our identity, existence and the things what we demand. We might have met in mass rallies at Nations and State Capitals and District innumerable occasions during the past 19 years and might have submitted detailed requests and memorandums to all the concerned including the head of the nation in this regard but in vain.
9. India being the largest ethno linguistic diversity nation in the world and since all our relentless continued and peaceful attempts to let known all the concerned about our hopes aspirations and demands having been denied, we have decided to take the matter to the UNO and a delegation of Codavas and Codavathis by race in our customary traditional costumes have met UNO officials on 18th 12 2009 after having squatting in an absolutely peaceful Sathyagraha in the precincts of UNO Office, Lodhi Estate, New Delhi on that day to mark the observation of the World Minorities rights day. Please be remind a fact that the UNO essentially established to know the feelings pains and pangs of the aboriginal minority group and indigenous people and their Politico Cultural Identity and right of self determination across the world done peacefully. And be it known that violence towards such an end should never be taken into account.
10. We have submitted our memorandum through your Director of UN Information centre in India @ # 55 Lodhi Estate New Delhi 110003 India after having squatted in a peaceful Sathyagraha to mark World Minorities Rights day in the precincts of your UN Office in order to pressurize our long standing demands. With a sincere belief that the UNO would intervene in the matter and please see that we achieve our desired goal as early as possible.
11. Since the ethnic cleansing and effacing of Codava identity step by step by the Governments here, it always is logical and desirable that you send a fact finding team to Codavaland (Coorg/ Codagu) in Southwest Karnataka in order to find out the veracity of our legitimate claim, lesser said the better Governments of India and Karnataka near succeeded in eliminating the very existence Codava cultural heritage, land, language and customary personal laws and have suppressed our right of internal political self determination by deliberately violating all our rights as are guaranteed under the international human rights declaration as enshrined in UN charter and of course all the relevant applicable provisions of constitution of India. Such a fact finding body would be felt very essential in the present prevailing cicumstances and we request you to be good enough to appoint a permanent UN observer mission and direct the Govt. of India to establish Codavaland Autonomous region with a solitary intention of protecting the existence and identity of an ancient and aboriginal indigenous Codava people.

This has direct reference to an article under the headline “Codagu river may flow into city” that appeared in DNA Saturday city dated 29th may 2010 at page 5. The state is planning the westward flowing river. Honganahole in Kodagu District, to meet the city’s water demands. It has already directed officials to conduct a survey and prepare a feasibility report. “ To meet the ever growing demand for drinking water in Bangalore city, we are planning to get 8000 million cubic feet (TMC) of water from Honganahole near Ponnampet in Virajpet taluk. “Large and medium irrigation minister Basavaraj Bommai said. “It has 103 sq. km catchment area. We are planning to first bring water to Laxmanatheertha and then to Bangalore through pipes,” he said. The Cauvery river water disputes tribunal has said that Karnataka could draw 19 TMC of water from Caveri for supply to Bangalore city. About 13 TMC is already being supplied from the river. The city will get the remaining 6 TMC after the Cauvery stage 4th project is completed. If caveri stage 4th is also exhausted the state will have no other source of water for the city. The decision to tap Hongnahole is a move to ensure that the city has enough water in the future. These are all the contents appeared in the DNA Saturday city.

We do not know if the dreaded news has any official backing or could it be possible that some political non entities, but aspiring to making entry or re-entry into the dirty political arena that is prevailing in the state of Karnataka, but if definitely has shaken the very faith Codavas & Codavaland has in the State Government. Without saying “Konganapole” (For reasons that may be gauged now the Government is trying to re-nomenclature it as Honganahole with a solitary intention of impose Kannada hegemoney on Codavas and with an intention to show it to have Kannada roots ) is a tributary of the long raging issue “Barapole” rive in Virajpet Taluk of Codavaland. The insane design is to join Konganapole to Laxmanatheertha by means of canals and thereafter take water to the supposed thirsty Bangalore city; and at what cost?

The Govt. must know that the Barapole and Konganapole regions are Codava heritage sites and people have successfully opposed the proposed construction of Barapole project for such and similar reasons. The disgruntled Govt. of Karnataka has attempted to sneak its evil designs by clinging to the demands of Bangalore city without mentioning anything about the stupendous loss that Codavaland is expected to suffer; may be it is loss of valuable agrarian lands are the perennial water source the nearby areas bank upon and of course the obliteration of Codava heritage marks such as Mandh, Maani, Kaimada, Ainemane, Patti, Vaade and Thootngala Kekola etc. besides the regions of beliefs and faiths is not mentioned. One must know that the important nerve centre of Codava cultural heritage, Codava ethos and Codava existence is centered in Virajpet Taluk, especially the Barapole, Konganapole & Lakshmanatheertha catchment areas. Govt. of Karnataka must also remember that Codavaland is included in the list of the world heritage sites by the UNESCO what explanation the Govt. of Karnataka gives to the general public should the feared Konganapole project becomes a reality. Should the stupidity of the people involved in the statecraft become a reality?

The Govt. of Karnataka is believed to be under the impression that the city of Bangalore and the old Mysore regions are the state of Karnataka and all other regions especially Codagu/ Codavaland are but the reservoirs to cater to the needs of the city of Bangalore and the people at the helm of affairs.

Basavaraj Bommai the Minister officiating and guiding the Departments of larger and medium irrigations of the Govt. of Karnataka has ordered the concerned to conduct a survey in that regard without ever trying to ascertain the actual consequences of such a stupid abominable and diabolic plan. Sri. Basavaraj Bommai must know that the residents especially Codavas are not fools to accept the dreadful designs of the Govt. whatever is the language or explanation offered. Should such a thing come to happen the entire south Codavaland would become submerged and for no fault of Codavas of the place.

The rapacious minister boasts of getting 8000 million Cubic feet water from ‘Konganapole’ which has 103 sq. kms catchment area and the foolhardy minister has the arrogance ; nay audacity, to suppress the fact that the catchment area of Konganapole involves a greater portion of the entire Virajpet Taluk and he seems to imagine that the residents of the area are sacrificial goats in order to proficiate his evil desires when at a time the Govt. of Karnataka is incapable of supplying one tumbler full of Caveri water to Codagu even though the Cauveri Tribunal in its final verdict ( 270 TMC feet is the share of Karnataka state. this share should be distributed among 9 revenue districts including Codagu) has set apart 30 TMC of Cauveri water to Codagu, the prime catchments area of river Cauveri. The Govt. of Karnataka must also remember that it deliberately has violated the provisions of the constitution of India and the charter of International human rights declaration of UNO by refusing to allow the user of its own water. Not satisfied, with such a blatant misrule, the Govt. of Karnataka now thinks of exploiting water from Konganapole situated between Kunda and B-Shettigeri in Virajpet taluk of Codavaland, we still remember a fact that one traitor legislator ( Mr. C. Arun Machaiah) at the time who has had no roots has bartered such a move for his own personal gains at the risk of the entire Virajpet Taluk and especially Codava race.
6. The Govt. of Karnataka must know that people of Codavaland will never allow anyone to touch Konganapole and water there from to be taken to any place other than Codagu. People are determined to save our land, culture, heritage marks and overall identity and the pure atmosphere at any cost let the Govt. of Karnataka release a white paper touching the subject at once. CNC is holding a symbolic protest before the revenue office at Ponnampet to start with on 9th June 2010 at 10-00 ‘O’ clock and such things will follow.

The water project proposal is to build as many check dams initially in order to store the river water and put a regular dam so that the intended move to remove the existence of a larger human, especially Codava habitation lands in this part of Codavaland. Regular rainfall for a period of 2 or 3 days inundates South Codagu and one can imagine the havoc that follows if the proposed reservoir is built. This project is intended only to make available water supply to the money bag MNCs to whom a larger extent of valuable Bangalore lands are being sold. The intended water project in effect affects entire South Coorg in general and villages like B. Shettegeri, T. Shettigeri, Badaga Hudikeri, Birunani, Hysodlur, Balele, Kanur, Karmad, Besgur, Kirgur, Nittoor, Kaimudke Mandh, Hathur, Buttangala, Kuttandi, Kunda, Begur, Kongana and Ponnampet in particular.

| 2011 census should mention about the unique characteristics of Codava’s by race and must mention that Codava’s belong to a separate and distinctive nationality.

With the proposed periodic census operations to be started soon, we drag this opportunity to request all the concerned to direct the census enumerators to make special mention of Codava race wherever the particulars are needed to mention about the caste, religious belief and languages of all the individuals and should further direct to make mention about the clannish families (Codava Okka) of every Codava’s his/ her Guru Karona, Ain Mane, Mand, Maani, Kaimada, Thutngala, Kyakola, Machnikad and landed properties etc., and also about traditional costumes, armory and the habitation. So has to make any ordinary reader to understand about the extraordinary and unique identity and social behavior of members belonging to Codava race. The Govt and all the concerned should know that the census report to be prepared after 2011 census enumerations contains all such things about Codavas by race and signify an undeniable fact that Codava’s by race are absolutely of a different nationality, birth and origin.
Unless such things are incorporated in 2011 census report, we fear that the problem will continue even thereafter without any positive solution as desired by us and it is very essential to claim constitutional protection for Codava race and whatever is Codava.

By the Governments here in order towards their efforts to eliminate and efface the very memory and existence of Codavas by all methods whatever they feel like the latest opportunity they drag has been the periodic census operation. In spite of our repeated request, the concerned deliberately are known to have instructed the census enumerators to avoid mentioning of Codavas by race against the particulars to be recorded regarding ones caste language and religion, in other words this amounts to deliberate violation of Human Rights as enshrined in the UN Charter. After all Codava race are a national Minority habitating within a determinate and compact region called Codagu, we have our own language called Codava Thak and our own land coupled with most ancient folklore legal system behaviour and personal laws and martial character. The land we reside at is Codavaland and we are determined to get the land re-nomenclatured as Codavaland coupled with the powers and authority of autonomous region. All these things have been suppressed so as to be mentioned as direct deliberate violation of International Human Rights Declaration. All our aspirations, representations and efforts to reclaim the things whatever we have lost has been suppressed disrespected, dis- regarded ignored and neglected and we hope that United Nations will certainly extend its helping hand to achieve all our goals especially the creation of Codavaland Autonomous region and if such a thing is to be carried out the UN has any meaning. Please do help us unless United Nations does such a thing, the very identity memory and remnants of the very ancient Codava civilization would be erased from the human history.
4. The major communities i.e. Lingayaths and Vokkaligas have been trying very hard to suppress and eliminate Codava cultural identity once and for all by introducing and infiltrating their own beliefs. They have been intimidating and suppressing Codavas in all available opportunities and Codavas are being treated by them as non human aliens and apartheid. The people who are to protect minority Codavas has enshrined under article 51 A of the Constitution, instead are busy in effasing the very existence and memory of Codavas. They are fit only to be tried and punished in the International Court of Justice at Haig. Why, The UN Charter also without mincing words prescribes punishment to the class of people who have attempted to destroy the very cultural identity of any class of people and it directs such people to be tried as war criminals. Since Lingayaths and Gowdas / Okkaligas having indulged in ethnic cleansing of Codavas (imposed their ethnic hegemony on us) are fit enough to be war criminals.
5. Unless our demands are met we fear that it would ultimately amount to the greatest tragedy of 21st century and we may be at another case of Tibet Khurdish, Palestinians, Northern Irish catholics and Kashmiri Pundits.
6. In the manner of Exordium we would like to inform you that we are one of the most ancient and living class of racial group habitating within a given periphery of 45 segments of cluster villages i.e. being called as NAADS in a distant track of land called Codagu i.e. Coorg in state of Karnataka still nurturing the cultural heritage and retaining martial qualities and yet going with times. We are Codavas by race and infinitesimally we are very insignificant numerically yet that.
7. This District once was a ‘C’ type state prior to coming into the force of the State reorganization act. Not to mention the fact that Codagu was under the suzerain of Britishers until the dawn of Independence from 1834 and prior to that was being ruled alien Lingayath Rajas. The name of the place as Codagu is the derivation of the word ‘Codavas’ admittedly the main and ancient aboriginal indigenous residents of this tiny district. This district became merged with the state of Karnataka in the year 1956 and all the successive Governments which managed the affairs of the state deliberately have attempted to eliminate & obliterate all such things connected to Codava race. Now we are at the fringe of extinction.
8. It is with a solitary idea of rejuvenating the very existence of the race what is called Codavas this organization took its birth some 19 years ago and we have been fighting a relentless struggle to re establish our entity as an ethno linguistic National Minority racial tribal group besides the status of autonomous region for our nucleus habitat. It may not be an inappropriate act on our part if we may try to convince you that all our efforts to get ourselves classified as an ethno linguistic National Minority Tribal Race besides the establishment of Codavaland Autonomous region having been rendered futile, a massively attended congregation of Codavas by race held at Gandhi Grounds Madikeri on 21-11-2009 has decided to knock at the doors of UNO. After all we do not desire to be seceded from the Union of India in the manner of Kashmiris and Nagas. We don’t aspire to be a separate provincial state also. What we just now want is the establishment of Codavaland autonomous region comprising of 45 ancient regional segments called Codava Naads (i.e. cluster villages) where Codavas normally habitat under the 6th schedule of our constitution. Besides being a racial class retaining all Codava behaviour, we have our own language and interestingly enough the UNESCO already has classified it to be one of the 196 endangered languages in India. Since Union and Karnataka Governments to cause ethnic cleansing and so obliteration of all those things what is Codava, we were forced to form ourselves as an organization and fight for our identity, existence and the things what we demand. We might have met in mass rallies at Nations and State Capitals and District innumerable occasions during the past 19 years and might have submitted detailed requests and memorandums to all the concerned including the head of the nation in this regard but in vain.
9. India being the largest ethno linguistic diversity nation in the world and since all our relentless continued and peaceful attempts to let known all the concerned about our hopes aspirations and demands having been denied, we have decided to take the matter to the UNO and a delegation of Codavas and Codavathis by race in our customary traditional costumes have met UNO officials on 18th 12 2009 after having squatting in an absolutely peaceful Sathyagraha in the precincts of UNO Office, Lodhi Estate, New Delhi on that day to mark the observation of the World Minorities rights day. Please be remind a fact that the UNO essentially established to know the feelings pains and pangs of the aboriginal minority group and indigenous people and their Politico Cultural Identity and right of self determination across the world done peacefully. And be it known that violence towards such an end should never be taken into account.
10. We have submitted our memorandum through your Director of UN Information centre in India @ # 55 Lodhi Estate New Delhi 110003 India after having squatted in a peaceful Sathyagraha to mark World Minorities Rights day in the precincts of your UN Office in order to pressurize our long standing demands. With a sincere belief that the UNO would intervene in the matter and please see that we achieve our desired goal as early as possible.
11. Since the ethnic cleansing and effacing of Codava identity step by step by the Governments here, it always is logical and desirable that you send a fact finding team to Codavaland (Coorg/ Codagu) in Southwest Karnataka in order to find out the veracity of our legitimate claim, lesser said the better Governments of India and Karnataka near succeeded in eliminating the very existence Codava cultural heritage, land, language and customary personal laws and have suppressed our right of internal political self determination by deliberately violating all our rights as are guaranteed under the international human rights declaration as enshrined in UN charter and of course all the relevant applicable provisions of constitution of India. Such a fact finding body would be felt very essential in the present prevailing cicumstances and we request you to be good enough to appoint a permanent UN observer mission and direct the Govt. of India to establish Codavaland Autonomous region with a solitary intention of protecting the existence and identity of an ancient and aboriginal indigenous Codava people.

| “CODAVA LAND” QUESTION A MEMORANDUM
PREAMBLE

This congregation shall in all respects become eventful considering the imminence of establishing our long standing demand of Codava Land Autonomous Region and ofcourse the 19 years of our eventful political struggle shall bloom.
This congregation; has have been other previous ones, is intended primarily to express Codava psyche in order to experiencing the most exhilarating moment and the day when our long standing demand of the establishment of the autonomous Codava Land becomes a concrete fruition soon. With such a determination we have gathered here in order to intimate in formidable terms to the Govt. of India and all other concerned regarding our demands.
CNC being the nerve center of the Codava psyche, belief, aspirations, hopes and imaginations have been struggling for the given demands and India being the largest ethnic diversity nation in the world and Karnataka being the heterogeneous state and so as our demands have not been considered this long for which already we have already communicated the matter to the UNO on 18th December 2009.
We hereby highlight the required portion of a public speech what Mr. P. Chidambaram the Hon’ble Union Home Minister said at Darul Uloom in Kashmir on 3rd November 2009, and he said is “a nation can ignore its minorities only at its peril. The golden rule in a democracy is that it is the duty of the majority to protect the minority, be it religious, racial, or linguistic. It is self evident rule. It is a rule that is firmly rooted in the universality of human rights. Hence, we have no hesitation in invoking that rule when Tamil’s are denied their rights in Srilanka, or Indian students are assaulted in Australia.
There is also a sub rule to the golden rule. What is a minority in one place could well be the majority in another place; for example, Muslims in Jammu & Kashmir or Sikhs in Punjab. In such situations, the roles will be reversed. Although a minority nation-wide, the Muslim community in Jammu & Kashmir is bound by the golden rule as well as the tenets of Islam to protect the minority communities in that state. Alas, some think that the golden rule is dispensable or that it can be applied selectively”.
Now it is the duty of every living Codava to know that Codavas by race constitute an insignificant and infinitesimally smaller national minority even in our own land live alone the state of Karnataka and India as a whole. Our detractors must know that it is their duty also to support the minority rights to claim for Codava Land no matter even if we form very lesser, 18% according to them, numerically. What understands Mr. Chidambaram’s speech gives us an assurance that his government stands for the demands of autonomy to any given specific area and any given community if it is insignificantly lesser in terms of numbers as that of our case. We Codavas have been marginalised, excluded and discriminated. Unfortunately for us the Govt. of Karnataka with the aid and assistance of major communities and chauvinistic Kannadiga’s have been trying to eliminate the Codava culture by instigating sectarian terrorism in other words indulgence of human rights violation. Any opposition to the Codava demands as this organization has been advocating since years definitely is a human rights violation. With such a determination we have travelled once again to Delhi and conducted another peaceful sathyagriha in the precincts of UN office on Lodi Road, New Delhi, coinciding the celebrations of World Minorities Rights Day on 18th December 2009. We are bent up on enlighting the world body regarding the deliberate and intentional reckless activities of Government of Karnataka with the aid and help of major communities and ruthless Kannada chauvinists; some treacheries Codavas who are traitors to Codava race and who are being used as tools to implement Kannada ethnic hegemony in Codava Land. The Government of Karnataka, Kannada chauvinists, traitor Codavas and India as a nation should remember a truth that the Codava minority right definitely is a human right and we shall achieve what we desire and we deserve. No doubt Kashmiri Muslims are majority community in their own land, but are a negligible minority group as Codavas elsewhere in India.
CNC is the only unanimous vox populi of Codavas and has years of struggle to its credit. Struggle for “Codava Land” a sathyagraha by Codavas and Codavathis to insist the demand for establishment of Codava Autonomous Region CAR to Codava Land comprising 45 ancient traditional Codava Naads under the 6th schedule of our constitution and other connected subjects.
Despite our having submitted memorandums after memorandums to all the concerned and that even our having met in congregations at Delhi, Bangalore and elsewhere in the process of our relentless efforts towards the desired goal, the Government consistently has been showing cold shoulders and has been trying to dampen all our enthusiasm to enjoy the fruits of our labour, i.e. the establishment of our own dear Codava Land, while Government of Karnataka generally is known to have supported the disruptive anti-national forces intended only to eliminate, obliterate and ethnic
Cleansing of Codava race and all that what is Codava. Should the Government fail or refuse to consider our long felt demands, it pains us to inform all the concerned that Codava Nationality has already tapped the doors of the UNITED NATIONS. We are duty bound to bring to your kind notice the theme expounded in Article 51(a) of Indian Constitution which without mincing words directs the Governments and larger section of the society to protect, promote and help the development of composite cultural existence and the heritage of subaltern groups and their individual separate identities to go a little further we may insist saying that any single act of violation of such a direction as contemplated in the said provisions of constitutional law shall be treated as war crimes under the charter of United Nations.
It is a known fact that repressive and meaningless legislations and draconian laws in order to de-link Codavas from our own lands and has been trying encroach up on our own properties by such ruthless antinational elements one way or other, try to harass Codavas forcing them to face unwarranted and unethical prosecutions.
It is a tragedy that the reckless persecution meted out to Codavas for centuries by alien Rajas has been continued by the democratically constituted Governments successively and without any remarks even this day. The rapacious and tyrannical behavior against Codavas by the Government of Karnataka shall be called a stop to.
The Government must know that it is committing a heinous crime while it attempts to eliminate the most ancient Codava tribe and its heritage from their own soil.
b) Effective arrangements should be made to safeguard the interest of minority Codava ethno-linguistic nationality living out side Codava Land. So that they do not fall prey to any discrimination.
Our other demands are;
1) Ethno linguistic tribal status for Codavas under article 340, 342 of our constitution and extend reservation facilities in the field of education, employment and financial on the lines of other tribes of our nation.
2) Constitutional special guarantee for our land tenure and customary personnel laws on the lines of Jammu and Kashmir and North Eastern States of India under article 370 and 371 of the Constitution of India. This clause will guarantees us i.e. except alienation the entire supremacy over all the lands of Jamma tenure shall rest with hereditary traditional holders thereof. We seek constitutional protection to our land and customary law as done to the demands of Naga’s and Mijo’s under article 371A and 371C of our constitution respectively and political reservation on the lines of the one extended to the people of Sikkim under the provision of 371F of our constitution by the parliament. Codavas do deserve such a treatment and this perhaps is most appropriate line.
3) The ministry of HRD should establish Central University for World “Codavalogy” at “Codava Kund” on the lines of North-Eastern Hill University, Alighar Muslim University, Banaras Hindu University, ancient Nalanda and Thakshila Universities of the yore, proposed world Sikh University at Fathegarh Sahib.
4) Codava language is an ancient, rich and living spoken language must be included in the 8th schedule of our constitution, Codava language should be implemented as an administrative language under article 350B of the constitution of India on par with Konkani language of the state.
5) Exemption under Indian Arms Act, Sec 3 to hold firearms to Codava by race should continue without any hindrance forever and ever after. This statutory guarantee should be incorporated in the manner of constitutional guarantee, which may be treated as our customary personal laws.
Forget not the fact that this movement stands for peaceful struggle the way His Holiness the Dalai Lama does it regarding the restoration of Political freedom and individual self in free Tibet.
With this we would like to pass on a message to the Government that the need of the hour is a permanent durable political package and the speedy settlement of our demands as is required by us at its earliest since our struggle in essence is political in nature, CNC is the only organization championing the causes of Codavas as detailed.

| Sub : Proposed water supply from western ghat rivers ( especially rivers in Codagu and Konganapole catchment area in particular) to plain areas – severe objections to :

| Scrap the entire plan to ruin Codagu by constructing dams across Konganapole, Barapole and other rivers in Codagu by means of a special ordinance. Your Excellency should invoke the special discretionary power vested in you and promulgate an ordinance at once to scrape the whole plan as it was contemplated by the Governments.
1.While inviting your kind attention to the subject cited above and the most diabolic statement that has been give by Basava Raj Bommai, Hon'ble ( ? ) Minister for Water resources on the floor of the Karnataka Assembly on 1 July 2010 stating about his plans to tap water sources from catchment area in Codagu, understandably the Konganapole in Virajpet Taluk in order to supply water to thirsty Chithradurga, Kolar and Tumkur Districts but it is generally known that the otherwise irresponsible Minister has Konganapole in Virajpet Taluk in is mind. We appreciate the dauntless exception against such a plan as expressed by Sri K. G. Bopaiah the Hon'ble Speaker on the floor of the Karnataka legislative assembly at the very moment. As may be seen from the media report the Minister has even said that he has already received the feasibility report and the estimated cost would be on the verge 15.49 crore to be made available to M /s NRSC of Hyderabad and that a sum of Rs. 6.43 crore has having been paid already as agreed upon. It is said that the Hyderabad Company already has conducted an aerial survey in the region. It may not be an affront on our part if we may be permitted to inform you that a massive agitation was held under the aegis of CNC in front of the revenue office at Ponnampet on 9th June opposing the move. Commenting on our agitation and the public representation that we have submitted there after, the most untrustworthy and treacherous Minister in Sri Bommai gave a public statement stating that the Government has reviled and withdrawn the proposal. Unfortunately the man had allowed the aerial survey to be conducted even at the moment of his dastardly public statement there after.
2. May it be known to you sir that the Government of Karnataka Government of Mysore together had plans to build a reservoir on Barapole in Virajpet Taluk with a solitary intension of erasing the very memory of Codava heritage, Codava psyche and Codava existence and impose Kannada yajamuni on Codavas and Codava Land at the cost of all the residents here.
3.Historically the river from which the nasty idea of deviating water from in fact is the prime heritage site of Codava culture , Codava living and Codava civilization. This had all the successive Governments have tried their hand in dividing Codagu and ruin it from time to time and they have a concrete plan to cause the mischief. Every time whenever such proposal was blurted out entire Codava Race rose up in agitation against the move. Once again the present Government; Primarily Sri BasavaRaj Bomai,is bent upon taking water from Konganapole believably to satisfy the money rich multinational companies whom the Government of Karnataka has spread red carpets inviting them to establish themselves in Bangalore and else where, of course it is needless to add that such a ones need water supply round the clock and the crooked Government has found the sacrificial goat in Codavaland and Codavas in particular.
4. Please take pains to delve deep into the problem and understand the situation from close quarters should such a mysterious plan were allowed to take concrete shape, the very existence of the otherwise rich District of Codagu will be in oblivion and the very edifice of Codava heritage would be ruined.
5. There fore we avail this opportunity to request you to intervene in the matter and call a stop to the programme as dreamed by the Government of Karnataka and please see that the very plan of constructing dam or reservoir over Konganapole and Barapole or any other rivers in Codagu is scraped , nullified, withdrawn and removed from the books of record at once. Unless the very plan is scraped every succeeding hungry Governments would rake up the issue once again and we Codavas would always be under the fear of total extermination.
6. Should the Government of Karnataka is bent upon taking water from Konganapole and Barapole and dry up Codagu, to some extent Codavas permit such a thing if only major portion of Cauvery water is earmarked to Codagu ; i.e. 30 tmc feet instead of allowing full quantum to flow to KRS besides making arrangement to pay Royalty in the nature of overall development of Codava Land at the same time your excellency must be known that the said 30tmc feet water actually earmarked for Codagu illegally has been stolen to other places with out giving one drop of Cauvery water to Codagu so far.
Therefore your Excellency should invoke the special power vested in you and promulgate an ordinance at once to scrape the whole plan as it was contemplated by the Governments.
